Congress Votes to Exclude Children's Books From CPSIA Requirements

August 04, 2011

Yesterday, Congress voted to amend the 2008 Consumer Product Safety Improvement Act ("CPSIA") and exclude ordinary children's books and other paper-based printed materials for children from requirements for total lead-content testing by third-party accredited laboratories.  The speed with which the bill came to the floor and passed both bodies was a huge surprise.  For Allan Adler, it was the culmination of more than two years of working with printers, publishers and Congressional and CPSC staff to make the bill workable for the children's book publishing industry.

The House passed the legislation quickly and overwhelmingly in a 421-2 vote.  Hours later, the Senate passed the bill under unanimous consent agreement by voice vote.  It will be sent to President Obama for his signature.
